县域间义务教育均衡发展的影响因素及对策思考——以云南省为例

摘    要:教育均衡作为教育公平的一种表现形式,是社会公平在教育领域的延伸和体现。通过生均校舍建筑面积、生均教学及辅助用房面积、生均体育运动场(馆)面积及师生比等九个指标对云南省县域间义务教育均衡发展现状进行实证分析发现,影响县域间义务教育均衡发展的因素主要有:教育优先发展的战略地位未得到进一步确立;历史"欠账"多;财力薄弱,教育经费投入有限;教师整体素质偏低。应采取切实有效的措施,促进义务教育的均衡发展:调整结构,逐步完善农村义务教育经费保障机制;增加资源,改善义务教育基础设施条件;强化师资,提高教师的均衡配置;定期监测,构建云南义务教育均衡评估体系。

Abstract:As one of the forms of educational equity,education equilibrium is the extending and reflection of social equity in the field of education.Through the demonstration analysis on the status quo of the balanced development of county-level compulsory education in Yunnan Province,it is found out that the main influencing factors are as follows:the strategic position of prior development of education has not been further established,many problems of history"debts" have not been solved,the weak financial resources have led to the shortage of educational expenditure,and the overall quality of teachers is low.Therefore,the effective countermeasures should be carried out to promote the balanced development of compulsory education:to adjust the structure and gradually perfect the guarantee mechanism of funds for rural compulsory education,to increase resources and improve the infrastructure conditions of compulsory education,to strengthen teachers qualification and improve the balanced allocation of teachers,to monitor regularly and construct the balanced evaluation system of compulsory education of Yunnan Province.
