质量保障:重在保障,而非改进——对本科教学工作水平评估的反思与制度建设构想

片面强调评估的“改进”功能妨碍了“保障”这一最本质功能的发挥，它所产生的压力和评估焦虑使高等教育评估中出现的一些根本性问题长期得不到解决。学界热议中的“分类评估”方案仍无助于解决问题。大学院校评估改革的当务之急是更好地发挥评估的保障功能，改“以评促建”为“以评助建”。
