摘    要:片面强调评估的“改进”功能妨碍了“保障”这一最本质功能的发挥,它所产生的压力和评估焦虑使高等教育评估中出现的一些根本性问题长期得不到解决。学界热议中的“分类评估”方案仍无助于解决问题。大学院校评估改革的当务之急是更好地发挥评估的保障功能,改“以评促建”为“以评助建”。

Abstract:Among the dual purposes of institutional evaluation,improvement rather than assurance has been emphasized in the previous practices,which brings about too much pressure and evaluation anxiety,and thus creates various pertinent problems in evaluating HEIs.Stratification of institutions for future evaluation is not a helpful solution.A quality-assurance-oriented approach will prove more effective in this regard,which aims at helping the HEIs to improve themselves,instead of pushing them to improve through ext...
