摘    要:西部欠发达地区人力资源缺乏,人力资源开发长期处于传统人事开发阶段.为盘活人力资源,转变用人观念,构建超组织人力资源开发模式是西部欠发达地区人力资源开发的有效途径.

Abstract:In the underdeveloped areas of the West China ,personel resource is a shortage ,and the development of which is for a long period of time losing contact with reality ,also it is in the stage of traditional development .In order to enliven these areas'personel resource, change People's idea about the personel use ,in the essay,it draws a conclusion that the development of the personel resource beyond the scope of organizing is an effective measure for the development of the personel resource in the underdeveloped areas.
