| 摘 要： | 西部大开发中，生态问题是关系到当前利益与长远利益如何衔接的一件大事，以法律来调整经济建设与生态建设的关系是本文的出发点，本文分析了生态环境建设的经济法和法理学基础，指出退耕还林和荒漠化治理的关键是为失去耕地的农民开通畅的出口的，产品的明晰和对财产权的依法保护。

| Abstract: | Western region development in China,ecosystem problem is an important event relates to current benefits and farsighted benefits.According law to adjust economic development and ecosystem construction is this text's fundation.At first,this text analyzed the similar and different points between the shallow ecology and the deep ecology,brings up ecosystem viewpoint in western region development.Then the text analyzed the ecosystem and environment cnstruction's economics and jurisprudence foundation,and pointed out the key question on revert infield to type of forest and hungriness renovate. |
