论政党执政合法性的根本依据及积蓄提升--关于执政能力建设的几点思考

政党的执政能力是执政合法性的根本依据，因此需要强化其能力本位。而执政能力却是个动态变量，自然力、国际冲击力、国内认同力与非认同力对比的变化以及政党自身因素均会导致执政能力耗散流失。因此，长期执政的共产党其执政能力的积蓄与提升，通过构建体系、完善机制、向外吸纳和向内调适，实现能力的增量扩张和总量发展，达到执政的长期稳定、协调高效的目标。

On the fundamentals and accumulative development of governing legality of the Party

The governing capacity of the Party, which needs to be strengthened, is the foundation of its governing legality. However, governing capacity is a dynamic variable. It is subject to nature, international impact, domestic acceptance or rejection, and factors arising from the Party itself. Therefore, by means of system construction, mechanism improvement, external absorption and internal adjustment, the Communist Party, in its long term of power, must seek to accumulate and upgrade its governing capacity in order to achieve long-term stability and efficiency.
