中小企业技术创新基金的绩效评价

涉及的基金绩效评价体系设计属于基金项目获得批准后验收评价内容的研究.从对目前评价体系的分析入手,指出评价内容方面的缺陷,设计了新的验收评价内容,进行了指标层次和指标体系的构建、指标权重的设计,并制定了具体评价过程,以期为中小企业技术创新基金改进现有的评价体系,减少基金项目运作过程中的道德风险提供借鉴.

Project Assessment of Innovation Fund for Technology based Firm

There are two contents about innovation fund project assessment: the first is the assessment system of applying for the aid of innovation fund; the second is check-accept system of innovation fund project. Our research related to the second assessing system. The article starts with analyzing the present system, points out the limitation of assessing form, designs new contents about check-accept system, and constructs different levels and devise weighted-form index. Our purpose is to help innovation fund improve updated assessment system, also to reduce moral risk during fund operating.
