加快建立终身教育体系，普遍提高劳动者的素质，是社会发展的必然要求。它对加强企业职工队伍建设，完善职工培训体系具有重要的作用。为此，劳动保障部门既要抓好新生劳动力的培养工作，又要抓好企业职工的在职培训和再就业培训工作，建立健全职业培训机构和就业训练中心，形成全国性、开放性的远程职业培训网络。
