摘    要:地方院校高层次人才队伍建设应制定符合自身实际的高层次人才标准,坚持“总体设计、分步实施、重点突破、整体提升”的建设思路,着力实施知名教授打造计划、优秀博士培养计划、青年学术骨干培养遴选计划和创新团队建设计划,在建设路径上实行培养、引进与稳定相结合,提升增量水准,优化存量内涵,重在挖掘潜力和释放活力。

Abstract:When fostering the outstanding talents in universities, we have to take the practice into consideration. The rule has to be obeyed as“It is designed overall,implemented with steps,with breakthrough,and ascension on the whole.”working ideas,focus on implementation of well-known professor Build plan,excellent Dr cultivation plan,youth academic backbone selection plan and innova-tion team building plan;In construction path practice,the cultivation,the introduction combined with stability,improving incremental level,optimizing stock connotation,digging the potential and the release of energy.
