村民自治中几层重要关系的法律分析

村民自治作为一种基层民主制度和治理模式，离不开国家立法。目前农村基层政权与乡村社会的冲突表明，农村基层民主缺乏法治的底蕴。本尝试从法律的视角对村民自治的运行机制所要涉及的三层重要关系－乡镇政府管理、乡镇人大权力的行使、乡镇党委（农村党支部）的领导方式与村民自治的关系进行辨析，并提出相应的法律对策。

Juristic Analysis on the Relationships among Villagers'' Self-government

Villagers' self government, as one of the skeleton democratic system and management model, cannot go without the country legislation. At present, the conflict between villagers' skeleton power and villagers' society shows that the village's democracy is lack of details of democracy. This thesis tries to analyze the relationship among the important three levels, which are the country government management, the power exertion of countryside people's congress council, and the leading ways of the village's party committee and villagers' self government. Besides these, it tries to bring forwards some legislative solutions.
