基于C-D生产函数的西部大开发政策效果评价——以青海省为例

西部大开发政策实施10年有余,有必要对其效果进行总结和评价,以便及时调整取得更好的效果.通过C-D生产函数对青海省的经济发展进行实证分析,结果表明在西部大开发之前青海省是以劳动密集型产业为主导,资本匮乏、投入不足,技术对经济发展的作用受到限制；实施西部大开发政策后,青海省转变为以资本密集型产业为主导,技术进步在一定程度上促进了经济发展,但是劳动投入对青海省经济增长的平均贡献率不升反降,出现这一结果的根源在于西部教育落后和人才流失严重以及资本投入对劳动投入的挤出效应.因此,未来西部大开发政策应该确立教育优先发展战略,着重培育西部地区自身发展能力,才能实现西部地区的长期可持续发展.

Effect Evaluation of Policies for Developing the Western Region Based on the C-D Production: A Case Study of Qinghai Province

The implementation of the policies for developing the western region has been for more than ten years.It is necessary to summarize and evaluate their effectiveness so as to adjust them and achieve better results.Through adopting the C-D production function and comparative empirical analysis on the factors of Qinghai Province’s economic development,the results show that human input made the biggest contribution of economic before the implementation of western development,but after the policies capital made the biggest,labor made the second,and technique is not obvious.It holds that strategy for western development should give priority to education in the future,and focus on improving the western region’ own development capacity.
