公平与效率视野下的大学治理平衡

在现代大学管理中,公平与效率时常会发生冲突,更是一对同时受到关注的话题。而为了使两者间的相互冲突得到缓和,并保持一种有机的平衡,权力往往成为中介或重要手段。本文以大学管理中的权力为视角,从大学外部和内部两个方面分析权力的分配,并分别讨论自治与责任、分散与集中、学术与行政三对矛盾所导致的公平与效率问题。

The Balance of Modern University Governance from the Perspective of Equity and Efficiency

Equity and efficiency always come into conflict and were simultaneously discussed,in modern university management.Power is of great importance as an organic means and an effective media in the solution of the rising concern for the relationship between equity and efficiency in.The paper,from the perspective of power in university management,analyzes the internal and external distribution of power,and discusses the following three essential contradictory which cause the conflicts between equity and efficiency:autonomy and accountability;decentralization and centralization;academe and administration.
