创新补贴对中国区域科技成果转化的影响研究—基于市场竞争公平性的门槛效应

着眼于区域经济发展,以地区高技术产业为研究对象,研究政府创新补贴对区域科技成果转化的影响。利用2010—2019年我国27个省份高技术产业省际面板数据,以市场竞争公平性作为门槛变量构建非线性面板门槛回归模型,对创新补贴与区域科技成果转化关系中的门槛效应进行实证考察。结果表明,创新补贴对区域科技成果转化具有显著的双重门槛效应：当市场竞争公平程度较高时,创新补贴对区域科技成果转化呈现出显著的正向影响,且随着地区市场竞争公平程度的减弱,这种正向影响逐渐削弱;当市场竞争公平程度继续降低并跨越第二门槛值时,创新补贴对区域科技成果转化的积极影响消失。基于此,提出建立健全政策组合机制、注重市场竞争公平性的门槛影响效应、充分利用技术溢出以及营造良好市场环境等,促进发挥政府创新补贴对科技成果转化促进效应的对策建议。

Research on the impact of innovation subsidies on the transformation of regional scientific and technological achievements in China-- Threshold effect based on the fairness of market competition

The transformation of scientific and technological achievements, as the "last mile" of innovation, is the key to realizing innovation-driven development, and is directly related to the level of regional economic and social development. In order to promote scientific and technological innovation and achievement transformation, the government generally implements innovation subsidy strategy. Based on the provincial panel data of China"s high-tech industries from 2010 to 2019, this paper constructs a nonlinear panel threshold regression model with the fairness of market competition as the threshold variable, and empirically studies the "threshold effect" between innovation subsidies and the transformation of regional scientific and technological achievements. The results show that innovation subsidies have a significant double threshold effect on the transformation of regional scientific and technological achievements: When the fairness of market competition is high, innovation subsidies have a significant positive impact on the transformation of regional scientific and technological achievements; With the weakening of the fair degree, this positive influence is gradually decreased; When the fair degree continues to decrease and crosses the second threshold, the positive impact disappears. This study reveals the non-linear influence mechanism of innovation subsidies on the transformation of regional scientific and technological achievements, and provides a reference for the government to make appropriate innovation subsidies policies.
