| 摘 要： | 富兰克林·D·罗斯福执政时期,联邦政府在大平原地区东部实施防护林带工程。该工程可以带来巨大的生态效益,可以改善当地的环境,但是带来的直接经济效益不大。该工程在国会遭到冷遇。罗斯福政府与当地的农场主们开展积极的合作活动,在农场主们的大力支持下,该工程取得了巨大成就。这表明广大公众开始主动地、大规模地参与资源保护运动。
