| 摘 要： | 西方国家关于社会保障制度中政府与市场功能理论的演变,主要经历了三个阶段,即政府全面干预理论阶段、市场调节理论阶段和政府与市场两种机制结合理论阶段。而我国理论界关于这方面的研究还处于起步阶段。在我国,对政府与市场功能的选择,应以政府公平与效率的价值取向、我国经济发展状况和不同的社会保障项目为依据。

| Abstract: | Theoretical evolutions to the functions of government and market on external social security system, have gone through three main periods: the period of government's intervention completely, the period of market's adjustment, the period of combination of government functions and market functions. But in our country, the research has been in starting point. In our country, the operations of government functions and market functions, should be in accordance with the value choice of government'equation and efficiency、e-conomy development situations and different social security items. |
