| 摘 要： | 社会主义精神明建设是一综合性的系统工程，仅靠宣传教育的形式是远远不够的，精神明建设与政治体制改革、人民生活水平的普遍提高和法制建设紧密联系，相互作用，要使精神明建设卓有成效，必须从实际出发，从人民的利益出发，切实解决几个重大问题，并且持之以恒地做下去。

The spiritual civilization construction has close connection with the reform of political system , the all - round improvement of living standards and the construction of legal system. The persevering efforts to correspond to reality, to follow people' s benefits and to solve some important questions will lead to the outstanding achievements in the construction of spiritual civilization |
