| 摘 要： | 党的十六届三中全会提出了“加快建设与经济发展水平相适应的社会保障体系”的要求,但目前在我国社会保障体系建设的过程中,出现着各种各样的矛盾与问题,这主要是立法滞后的缘故。在市场经济的历史条件下,加快社会保障体系的建设,必须立足于我们的基本国情,借鉴国外的经验,建构起具有中国特色的社会保障法制体系。

| Abstract: | "Quicken the pace in constructing a social guarantee system corresponding with the economic development in China" was the requirement proposed on the Third Session of the 16th Congress of the Chinese Communist Party. But a variety of problems have arisen in the construction of the social guarantee system, which resulted from the obstruction in legislation. Under the historic circumstances of market economy, we must construct a social guarantee system with Chinese characteristics which are based on China's essential national situation and some experiences from foreign Countries. |
