绿色信贷、环境规制对绿色发展的影响研究

在加快区域绿色发展背景下,基于涵盖二氧化碳温室气体、废水、二氧化硫和固体废气物污染物排放两类四种非期望产出,运用方向距离函数下全局曼奎斯特-鲁恩博格生产率指数(DDF-GML)重新估算2001-2016年我国29个省市的绿色发展情况,利用16个重污染工业行业的企业利息支出的反向指标研究绿色信贷、环境规制与区域绿色发展的关系,发现无论是绿色信贷还是有效环境规制均能促进绿色全要素生产率的提升,但二者影响绿色发展的机制不同,绿色信贷通过影响效率进步和技术进步两种机制对绿色全要素生产率产生影响,而环境规制则只能影响效率进步。绿色信贷对绿色全要素生产率的影响受环境规制的调节作用,并且在技术进步中更为显著。因此,各地区要结合自身所处的绿色效率和技术进步阶段,采取不同的绿色信贷和环境规制强度,使绿色高质量发展落实到实处。

The Influence of Green Credit and Environmental Regulation on Green Development

In the context of accelerating the regional green development,based on the four undesired outputs covering carbon dioxide,greenhouse gases,wastewater,sulfur dioxide and solid waste pollutant emissions,this paper uses the global Manquist-Rornberg productivity index(DDF-GML)under the directional distance function to re-estimate the green development of 29 provinces in China from 2001 to 2016,and uses the reverse indicator of the interest expenditure of 16 major polluted industrial enterprises to study the relationship between green credit,environmental regulations and regional green development.The result shows that despite functions differently both mechanism,green credit and environmental regulations can improve the green total factor productivity.Green credit leverages positive impact on green total factor productivity through efficiency progress and technological progress improvement.However,regulations can only affect efficiency improvement.The impact of green credit on green total factor productivity is regulated by environmental regulations and has more significant influence in technological progress.Therefore,each region must consider its own green efficiency and technological advancement stages,and adopt different green credit and environmental regulatory intensities from time to time,so that high-quality green development can be implemented.
