山东省产业转移承接能力评价探究

当前,山东省在产业结构水平上亟需提升改善,有必要思考从京津地区等高产业梯度地区承接相关产业转移,优化自身结构。通过构建产业承接力评价指标体系来分析山东省承接京津地区产业转移的能力强弱,认为山东省在各一级指标方面均具有一定的优势,能够与京津地区形成有效互补,但在产业基础配套、劳动力素质提升、资源整合流动与营商环境改善方面还亟需提升,才能更好提高对高梯度地区的产业转移承接能力。

Evaluation on the Undertaking Ability of Industrial Transfer in Shandong Province

At present,the level of industrial structure in Shandong Province needs to be improved.It is necessary to consider undertaking relevant industrial transfer from Beijing and Tianjin and other high industrial gradient areas to optimize its own structure.This paper analyzes the ability of Shandong Province to undertake the industrial transfer in Beijing and Tianjin by constructing the evaluation index system of industrial succession.It holds that Shandong Province has certain advantages in each level of indicators,and can form an effective complementary with Beijing and Tianjin.However,it still needs to be improved in the aspects of supporting industrial foundation,improving labor quality,resource integration and flow,and business environment,so as to improve the ability to undertake industrial transfer in high gradient areas.
