| 摘 要： | 构建国家合理的政策体系,是规范政府行为,实现政府行为合理化的基础,也是经济发展的核心问题,它将对经济发展中可能发生的目标冲突作出适当的安排。而合理的政策体系的构建,又取决于国家对经济发展的目标设置。
