论农村义务教育质量预警机制

摘    要:为确保农村学生发展质量的生存底线、安全底线与培养目标,必须建立农村义务教育质量预警机制。本文分析了农村义务教育质量预警机制由目标定向、过程有序、准确反应、快速应对四个机制组成;其对象与监控指标包括学生发展状态的预警、学生发展质量的预警、学校教育不良因素的预警、社区环境不良因素的预警、社会突发事件时的预警。概述了农村义务教育质量预警机制的组织机构、预警信息网络的建立与"临界点"观测点的运行机制。

Abstract:This paper proposes that a "quality alarming mechanism" of rural compulsory education must be set up to guarantee the living base line, safety base line, and training goals of rural student development quality. The quality alarming mechanism comprises of four sub-mechanisms: directional targeting; well-regulated process; accurate response; and quick reaction. The monitoring subjects of the quality alarming mechanism include state of student development, quality of student development, weakness of school education, weakness of community environment, and social incidents. This paper also discusses the organizational structure of quality alarming mechanism, the setup of alarming information network, and the operational mechanism of observing critical values.
