呼和浩特市区域水资源可持续利用问题及其对策

笔者通过分析呼和浩特市水资源开发利用现状，指出呼和浩特市水资源开发利用中存在的问题，并针对这些问题，提出以下对策：要坚持以源定供、以供定需、量水发展的原则；大力宣传节约用水，提高全民节水意识；大力推行节水技术；加强水资源保护，确保水资源可持续利用；加大污水处理力度，实现污水资源化；加强水利设施的兴建和修缮，缓解时空供需矛盾；制定和推行科学合理的水价格体系；从长远利益出发，加强水资源规划和管理。

THE SUSTAINABLE UTILIZATION OF HOHHOT WATER RESOURCES AND ITS COUNTERMEASURES

Through an analysis about the development and utilization of water resources in Hohhot, it points out the existing problems and puts forward the following countermeasures： that is, to stick to the principle of determining supply according to resources, to determine demand according to supply and to develop according to the a- mount of water resources. Therefore, we should painstakingly publicize water saving and promote the sense of water saving; popularize water saving techniques ; strengthen the protection of water resources and guarantee the sustainable utilization of water resources ; promote sewage treatment and realize sewage recycling; strengthen the construetion and renovation of water facilities and ease the conflicts between supply and demand ; make and implement seientitle and rational water priee system ; and strengthen the planning and management of water resources from the perspeetive of long-term interests.
