| 摘 要： | 贵州和西部开发,要确立＂长期奋斗＂的思想,要通过对先发展地区试验的消化总结,达到对中国发展道路及某些规律的新的认识,用以指导自己的建设与开发：在最大限度地吸取先发展地区的经验的同时,探讨适合本地区实际的另类发展的可能性。贵州和西部地区的落后,最基本的就是教育的落后;东、西部的差距,最基本的也是教育的差距。应该把教育（学校教育与民众教育）放在贵州和西部建设中更加重要,更加突出的地位,给予更多的投入。
