| 摘 要： | 2010年颁布的《国家中长期教育改革和发展规划纲要(2010—2020年)》中,明确提出把促进公平作为国家基本教育政策。教育政策作为规范公共教育的重要手段,其首要价值是公平正义,保障教育机会的公平分配,尤其作为对不平等的补偿,应更多关照处境不利群体的教育利益,通过责任政府履行公共教育服务责任,使社会主义的教育回归公益,普惠于民。
