| 摘 要： | 文章介绍了已经在国外图书馆实施的公共借阅权制度与版权补偿金制度的立法背景、内容及其特征,并重点对二者进行了对比分析,试图借此对我国的数字版权立法起到借鉴作用,以达到有效地平衡权利人和社会公众利益关系的目的。
