当前我国农村群体性事件的成因及基层政府的预防策略

当前我国农村群体性事件的爆发带有明显社会转型和经济危机双重影响的特征。在农村治理过程中,利益分配失衡是引发农村群体性事件的根本原因;基层政府职能转变迟缓是引发农村群体性事件的内在原因;基层政府信任危机、权威弱化是引发农村群体性事件的直接原因。国际经济危机引发的新型失业及社会治安等问题,增大了群体性事件爆发的可能性。基层政府预防、化解农村群体性事件发生的根本性策略是：转变和优化自身职能、完善并落实对其监督机制、不断提高政策执行力、以健全的信用制度来树立自身权威。同时为了有效地应对经济危机的影响,当前应突出强调加强社会治安维护社会秩序、加大农村人力资源开发管理。

The arising of the rural mass incidents in our country presently is characterized by the double influence of social transformation and economic crisis.They can′t resolve the benefit unbalance effectively in the rural governance.Sometimes they even cause it.These are the root causes.Transformation of their functions delays.This is the internal cause.The principal-agent chains of grass-roots governments are so long that the grass-roots governments can not supervise them effectively and their implementation capacity is weakened.This is the direct cause.The unemployment and social security problems that bring by international economic crisis add the probability of mass incidents.The basic tactics of grass-roots government prevent and resolve the rural mass incidents surround these aspects： transforming and optimizing government functions,meliorating and strengthening their surveillance mechanism,improving their implementation capacity continually,building up their authority by credit system.Besides these,in order to cope with the influence of economic crisis,our grass-roots governments should emphasize safeguarding social order,exploiting the rural human resource.
