This article is mainly about the building of the National Open University Support Union. Besides dealing with the dual attributes of the branch schools in the central cities in the Open University support union, its function and task, the article also gives a systematic account of the principles and some important relations in building the Open University City Support Union, in a hope to provide some countermeasures and suggestions for the CRTVU＇ s project of National Open University-Central City Support Union and the building of city branch schools of the National Open University. It also tries to give some idea about how to make the city branch schools more competitive with their regional characteristics.
