信息化背景下新疆公安视频综合应用平台建设研究

近年来，全国各地公安机关大力开展视频监控系统建设，视频技术已逐步成为各类案（事）件侦破处置过程中搜集证据、提取线索的重要手段。新疆与全国各地一样，按照公安部统一部署和要求，在全疆范围内大力推进公安视频综合应用平台的建设。本文从视频信息综合应用平台建设的现状、存在问题切入进行认真研究和探讨，提出有效整合视频监控资源、扩大视频监控覆盖面、拓宽可用信息收集渠道、成立图像侦查专业队伍以及借鉴美国警察信息化有益经验等五方面的参考建议，以期加快推进新疆公安工作现代化建设的步伐。

On Construction of Xinjiang Public Security Video Comprehensive Application Plat form with The information--based Background and its Counterplan

In recent years, public security departments in the whole country strongly carry out the con- struction of video supervision system and the video technique has already gradually become the important means by which police handle, collect proof and find clues in the process of cases investigation. Similar to other places in the whole country, according to public security ministr3/s deployment and request, Xinjiang also actively push forward the construction of vidoe comprehensive application platfrom. This text anlysizes the present condition, existing problems of the construction of video supervision system, and suggests that we should integrate the resources of video supervision, extend the range of video supervision, widen the information--collecting cannels, establish a professional troop in image investigation, and draw lessons from US police information--based experience, so as to push forward the mordenization of Xinjiang＇s po- lice work.
