| 摘 要： | 服务贸易自由化与环境保护之间存在；中突。一方面，服务贸易自由化对环境具有不利影响。不仅服务业自身具有巨大的环境效应，而且服务贸易自由化使得货物贸易原来所具有的环境效应扩大化。另一方面．环境保护措施会限制服务贸易自由化的发展。GATS中关于环境保护的条款过于笼统。GATS中应当引入比例原则．制定适当的环境标准和环境补贴措施，并特别考虑发展中国家的利益。我国应当在服务贸易的管理机构、信息协调机制、环境影响评价机制以及环境标准制度等方面抓紧制定相关法律、政策。
