产权制度创新、技术创新与可持续发展

正是目前自然资源和环境容量资源稀缺程度的不断提高,才促使人们提出可持续发展思想,而技术创新是扩大资源供给的根本手段。但技术创新必须依赖产权制度的保护,有效的产权制度激励和引导着技术类型的选择,从而扩大资源基础存量,缓解资源稀缺压力。同时技术创新又对产权制度创新有着普遍的影响,技术创新不仅增加了产权制度创新的潜在利润,而且降低了新的产权制度安排的成本。因此,技术创新与产权制度创新是互相依赖,互为依存的。一个国家要实现经济可持续发展,就必须同时进行技术创新和产权制度创新,并使二者步入良性循环轨道。
