均衡发展城乡义务教育的思考--基于南充市的考察

农村教育的基础是九年义务教育，巩固农村义务教育成果，提高农村义务教育质量，均衡发展城乡义务教育是新时期农村教育发展的迫切需要。文章以南充市为考察对象，分析了农村教育面临的困难和问题，并从采取有力举措加大投入，调整布局，教师安居乐教工程和寄宿制工程建设，教师交流，教育信息化建设诸方面提出了建议。

Reflections on Developing Compulsory Education in Urban and Rural Areas Proportionally

Theoretically, education is a public product ; especially compulsory education, which is greatly beneficial to the whole nation, is a nationwide public product. Therefore, compulsory education should be paid by the government. But in fact, rural compulsory education investment in our country is in utter shortage, thus leading to a series of problems. The urgent need for the present is to build up a scientific viewpoint of educational development, and a rational system under which the rural compulsory educational fund is shared.
