| Abstract: | The policy of appointing immediate college graduates as village officials was first adopted as a result of the vigorous development of the new rural areas and the lasting pressure of graduates＇ em- ployment and it is a step of both historical and practical significance by promoting economic advancement of the rural areas and sending talents to work at the grass - root organizations. |
