高校学生经济困难程度评估方法研究

本文对我国高校中现行的学生经济困难评估方法进行了分析,指出其存在的问题。参考我国城镇居民贫困线的测定方法,结合实际工作经验,本文提出了针对高校学生的评估方法:经济生活指数法。其判定基本原则是如果学生家庭的其余成员在以当地最低生活保障线的水平生活时,学生所获的家庭经济支持能力仍不能达到在学校的最低经济支出标准,则可认定其为困难学生。高校可以依据学生经济生活指数,来区分他们的困难程度,从而采取相应的资助措施。

Method for Financial Aid Means Test

This article surveys the evaluation methods used by Chinese higher education institutions in determining the degree of student financial need and the key issues to related to those methods.With reference to the method used to determine urban poverty line in China,the article proposes a new method,economic living index,to evaluate the student's need for financial aid and design corresponding aid programmes.The basic evaluation method of the index is as the following:identifying the local poverty line of the student's resident origin,calculating between the amount of financial support that can be provided by the student's family when the rest of the family members living at the poverty line,then the amount of financial aid is the difference between the basic cost for tuition and living expenses at the university and the student's family support.
