科学规范和有效约束领导干部权力运行机制的探究

权力运行机制是政府、部门、单位利用权力所具有的强制性和支配、控制、管理力量在行政运作过程中的制衡手段。然而在市场经济体制下建立起来的权力运行机制的某些具体环节日益显露出与现实形势发展对权力制约的要求不相适应的现象,因此亟须建立规范的权力运行机制,并以有效运行机制为尺度,既制约权力滥用,又不妨碍权力的正常运转,以提高行政效能为制约界限和追求目标,来衡量现行的权力运行。

Power-operation mechanism is a balance-adjusting approach in the process of administration,which is mandatory for the government,departments,and companies to exercise the power in the process of dominating and controlling and managing.However,some parts of the power-operation mechanism which were set up under the market economy become more and more inconsistent with the practical demand in the present situation.Therefore,it is urgent to establish a standard power-operation mechanism measured by the operation efficiency,which is not only to restrain the power abuse but also ensure the normal function of the power.As a result,the standard power-operation mechanism will improve the administration efficiency in limiting power abuse and carry out the administration aim and measure the present power operation.
