| 摘 要： | 美国大学自治的制度保障是高度分权的高等教育管理体制。政府对高等教育的宏观调控、高校"法人-董事会"的内部决策以及中介组织的社会监督构成了这种制度保障的主体。要对我国高等教育管理体制进行改革,就要借鉴美国经验,合理分权,寻求权利制衡,以完善党委领导下的校长负责制,废除行政级别并完善我国高等教育的认证机构。
