试论政府低碳技术研发政策体系的构建

低碳道路是中国可持续发展的必有选择,作为低碳经济关键的低碳技术在我国发展水平整体较低,现有研发能力不高,一些重大技术问题持续难以突破。为了提高我国的研发能力,政府近年来开始从政策上进行支持。文章总结了我国低碳技术研发环节的问题,探讨政府支持低碳技术研发的政策体系,提出改变现有资源分配方式和激励办法,以市场为导向,发挥大型私营企业和社会作用促进低碳技术研发能力的提高。

Policy System Building of Governmental Low Carbon Technology Research and Development

Low carbon road is the only choice for sustainable development in China.However,low carbon technology development level,as the key role in the low-carbon economy,is not so high.There is more research to do,as well as some major technical problems.In order to improve research abilities,the government gives the substantial support in recent years.The purpose of this paper is to summarize the problems of low-carbon technology during researching and developing by government.Governmental guidance playing the role of enterprise and promotion of the research abilities were put forward.
