基于知识需求的港口人力资源评价

摘    要:为给制订港口人力资源培训规划提供科学依据,通过对环渤海湾地区、长江三角洲、珠江三角洲以及长江沿岸的43个港口的问卷调查和16个港口的蹲点式调查,根据港口、港口岗位、各岗位所需的知识技能分类,建立基于知识的港口人力资源评价模型.该模型可对港口人力资源的知识技能需求和现状进行系统分析,找出知识技能的缺口,从而为制订港口人力资源培训规划提供科学依据.中国港口协会组织我国主要港口的人力资源部门负责人对这些评价结果与结论进行审查和讨论,认为研究结果与分析符合我国港口企业人力资源的实际,可为港口制订人力资源培训规划提供决策依据.

Abstract:An investigation is made which covers forty-three harbors located in the Bohai Bay Rim,the Yangtze River Delta,the Pearl River Delta and the band along the Yangtze River,in which sixteen harbors are selected to study carefully by talking with chiefs and workers in different levels.According to the data obtained from the investigation,the harbors,jobs,and required knowledge and skills for different kinds of harbors are classified.Then,a knowledge requirement-based evaluation model is established.By this model,a systematic study is made to analyze the demand and supply of the different kinds of knowledge and skills needed in ports,which is helpful for the ports to work out the human resource training plans scientifically.Organized by China Harbor Association,the examination and appraisal are made by the chiefs of the human resource departments of the harbors.It is thought that the analysis and conclusions drawn from the study reflect the real situation of the human resource in harbors and provide scienti-(fic) basis for the human resource training plans of harbors.
