| 摘 要： | 本文提出了从创新思想产生激励和创新成果应用激励两个方面考察技术创新政策效用的理论框架,并实际考察了我国1985-2000年间的151项技术创新政策,实证研究结果表明,我国技术创新政策整体发展正在从个体创新激励转向机制创新激励,同时,我国技术创新政策偏重创新活动的外部激励和外部设施建设,而创新主体内部创新激励的政策从数量上看相对较弱。

| Abstract: | This paper examines 151 innovation policies issued in China between 1985 and 2000, under a proposed research framework of generation vs. adoption of innovation activities. The major findings from this empirical study are two folds: on one hand, innovation policy in China has been generally transforming innovation promotion pattern from individual focus to institutional focus; on the other hand, however, external promotion through infrastructure is more emphasized than internal promotion mechanism. |
