论未成年人性侵害防范教育的责任主体缺位

媒体曝光未成年人性侵害案件不断增多，引起了社会各界广泛关注。对未成年人进行性侵害防范教育刻不容缓。各项法律法规明确规定了未成年人性侵害防范教育的责任主体，但在现实中却存在着严重的责任主体缺位现象，尤其是作为主要教育责任主体的教育行政部门严重缺位与不作为，导致普遍的未成年人性侵害防范教育缺失。教育行政部门应该发挥部署、协调、管理与监督作用，创造条件，赋予学校与家庭实施预防性侵害教育的能力，在保护儿童免受性侵害的系统工程中发挥预防与教育作用。

On the Absence of Responsibility Subject in Preventive Education of Minor Sexual Abuse

The media exposure of increasing cases of minor sexual abuse has aroused widespread concern in the community .It is urgent to conduct preventive education of sexual assault on minors .All kinds of laws and regulations stipulate clearly the responsibility subject of the pre-vention education of juvenile sexual abuse ,but in reality there is a lack of the responsibility subjects ,especially the administrative department of education ,as the main education responsibility subject ,has serious absence and inaction ,leading to the widespread lack of preventive education of minor sexual abuse .The administrative departments of education should play the role of deployment ,coordination ,management and supervi-sion ,create the conditions ,and give the school and family the ability to implement the preventive education of sexual abuse ,letting them play the role of prevention and education in the system engineering of protecting children from sexual abuse .
