从“结构化割裂”到“嵌入式治理”——重构新时代我国体育治理中的政社关系

新时代我国政府体育行政部门与体育社会组织的关系将直接影响体育治理中人民日益增长的对体育美好生活向往与不平衡不充分发展之间基本矛盾的化解。传统体育管理模式中，在设定呈总体性支配角色的政府体育行政部门与呈总体性生存状态的体育社会组织的关系时，过于强调两者的结构化割裂状态而忽略相互嵌入的关系，政社相互嵌入缺失的结构化割裂状态使得公共体育服务发展逻辑行政化、效果内卷化、行为短期化和体系碎片化，致使新时代我国体育治理中基本矛盾难以得到有效化解。因此，需要通过构建互动式嵌入、创新性嵌入、结构性嵌入和整体性嵌入等政社双向开放性嵌入式治理结构，以超越政社嵌入缺失的结构化割裂状态所带来的体育治理困境，不断化解新时代我国体育治理中的基本矛盾。

From “Two-way Embeddedness” to “Two-way Empowerment”: Reconstruction of Relationship Between Government and Society in Sports Management in New Era

In the new era, the relationship between sports administrative departments and sports social organizations directly affects the solution of the basic contradiction between the growing aspiration of the people for a better life in sports and the unbalanced and insufficient development in sports governance. In the traditional sports management model, when setting the relationship between the government sports administrative department that has a general dominant role and the sports social organization that has a general existence, the structural separation of the two is emphasized too much and the relationship between the two is neglected. The lack of structural separation in the political society makes the development of the public sports service logical administrative, the effect internal winding, the short-term behavior and the system fragmentation, making it difficult to effectively resolve the basic contradictions in China's sports governance in the new era. Therefore, a two-way open and embedded governance structures such as interactive embedding, innovative embedding, structural embedding, and holistic embedding should be built so as to transcend the sports governance dilemma brought about by the lack of structural fragmentation in the political community, and to resolve the basic contradiction in China's sports governance in the new era.
