非户籍常住人口子女义务教育的地方立法与政策探索——一项基于广东省东莞市的实地研究

作为全国非户籍常住人口大省，广东珠三角地区的地方政府面临着提供义务教育学位的巨大压力。要真正落实中央政府现行的“两个为主”政策，就必须在逐步推进宏观财政体制和户籍制度改革的同时，加强对非户籍常住人口的地方教育立法和政策创新工作，以便为有效缓解非户籍常住人口子女的义务教育问题，构筑良好的法制基础和政策框架。

Local Legislation and Policy for Compulsory Education for Children of Non-registered Permanent Residence

As the national megalopolis province with non-native residents, local governments in Guangdong Pearl River Delta confront with enormous pressure for providing compulsory education opportunities. In order to put the two-priority policy proposed by the Central Government into effects, the local government should further the reform of macro-financial system and household registration system, and simultaneously reinforce local legislation of education and policy innovation. Maybe it could help resolve the problem of compulsory education of non-native residents’ children, as well as establish a sound legal basis and policy framework.
