| 摘 要： | 我国高校的交费上学以大学生家长为收费对象的政策主旨，淡漠了大学生们作为国家公民的权利和责任意识，与法律的原则和精神形成了内在的“紧张”，不利于我国建设法制社会基础的大学生公民意识和人格养成。制定系统、前瞻、科学的大学生读书贷款和助学政策或制度，是保证大学收费政策在理论上合理、实践上公平的理性策略。

| Abstract: | The objective of the university in China to collect fees from the parents obscures the consciousness of the students to shoulder their rights and obligations as citizens, conflicts with the principle and spirit of the law and is therefore not beneficial to the construction of the socialist legal foundation and the cultivation the citizenship awareness and the personality of the students. The establishment of student loan and assistance programs that are systematic, scientific and forward-looking becomes a rational strategy in terms fees collection by the university. |
