| 摘 要： | 针对日趋激烈的高等教育竞争,全球正兴起一场高等教育财政体制改革的浪潮。我们应根据高等教育的属性、特征及其与政府的经济关系和国际经验,理顺中央财政与地方财政的＂权、责＂关系,明确高等教育的投资主体。与此同时,要逐步建立多元筹资的运行机制,改善高校资源的运行效率,以提高我国高等教育的国际竞争力。
