“以人为本”理念在抗战时期晋察冀边区村政权中的体现

中国共产党作为无产阶级政党，从建立伊始就努力践行人民群众是历史创造者的唯物主义原理，树立人民本位观。抗战时期，中国共产党发动群众进行民主选举，选出了代表大多数人利益的村干部，建立了服务型政府，全心全意为人民服务，把人作为社会发展的目的，集中体现了“以人为本”的执政理念。

The People-Oriented Concept Embodied in Village Regime of Shanxi-Chahaer-Hebei Border Area during the Anti-Japanese War

As a proletarian party, the CPC has been making effort to practice the materialism principle that people are creators of history from the start. And they set up the concept of people-oriented. During the Anti-Japanese War, the CPC mobilized the public to elect, and chose village cadres who represented the interests of the majority. Then they set up a service-oriented government which served the people heart and soul. It took people as the purpose of the social development. And it reflected the concept of people-oriented.
