| 摘 要： | 漕政为历代政府所重视。清前中期大力整顿漕弊 ,成效斐然 ;但到嘉道时期 ,随着吏治的腐败 ,国家控制能力下降 ,漕弊渐生 ,包括官吏的贪污、旗丁的勒索与被勒索、对百姓的浮收等等。嘉道时期漕弊的存在 ,为清代的漕粮海运提供了坚实的基础 ,并事实上成为中国漕运制度废除的理论前提。
