| 摘 要： | 近几十年来,由于技术壁垒越来越成为国际贸易中的障碍而受到各国普遍的重视,因此研究技术壁垒成为贸易理论和实践的重大课题。然而,由于技术壁垒的复杂性,人们对此问题的认识和把握并不甚明了。本文全面地分析了从技术标准、措施到技术壁垒的整个过程,试图对技术壁垒作出一个清晰的判断。

| Abstract: | Technical barriers have been becoming more and more serious in internatonal trade for recent decads.So study on them is a vital problem in the theory and practice of commerce.However,researchers and practitioners cannot grasp them completely for their complexity.This article analyzes the whole transition from trade standards and measures to trade barriers,trying to make a clear-cut between barriers and standards. |
