| 摘 要： | 上海的语言生活具有语言种类多、语言需求多、语言矛盾多的特点。针对这些特点,上海语言规划的基本价值取向是＂协调好语言的多样性问题＂,核心任务是处理好普通话、英语和上海话三大优势语言（方言）之间的关系,基本措施是培养市民的多语言能力、交际领域的语用规范化管理、非交际领域的语言文化建设以及构建城市语言服务体系。
