| 摘 要： | 社会经济持续快速发展带来极大的资源环境困局,不转变发展模式中国将无路可走,不合理开发利用山区和海洋中国持续发展也将无从谈起。中国广大山区及海洋有着丰富的资源及持续支撑力,为解决长远发展的资源环境难题提供了可能性。坚持用生态文明及科学发展观指导,科学有序地利用中国山区及海洋丰富的资源,制定并实施中国的山—海战略：新山区战略和海洋强国战略联动发展,西拓东展,减少对国际资源依托,拓展中国新经济发展腹地,减轻90%人口生产生活在不到1/3中国面积的东部平原压力,逐步形成以东部技术知识经济为核心的山（区）—（平）原—海（洋）统筹协调发展战略布局,是中国持续发展的国家长远战略,将能有效地保障中国社会经济持续健康有序地发展。
