| 摘 要： | 袁世凯组阁是清末新政史、辛亥革命史中的一个重要问题。以往史家多从武昌起义后清政府走投无路，袁乘势出山，攫取清廷大权，实现自己政治野心分析，本文则从袁世凯组阁，使清末政坛出现真正责任内阁的法制层面进行探讨。

| Abstract: | Yuan Shi-kai forming the cabinet was an important question in the history of the Revolution of 1911. Many historians analyzed that the Qing Government was in an impasse and was forced to order Yuan Shi-kai to form the cabinet, then Yuan Shi-kai grasped this opportunity and realized his wild ambition. This Article thought that the cabinet forming by Yuan Shi-kai was the first true cabinet of duty in the constitutionalism history of China. |
