是什么制约着我国第三产业的发展？

实现我国经济可持续发展需要加快第三产业的发展.而第三产业,特别是现代服务业的发展高度依赖于社会诚信、健全法制以及制度支持下产品或服务信息的充分披露,其发展的内在要求不同于第二产业.改革开放30年来,随着经济规模的快速扩张,我国第三产业所占比重却始终徘徊在较低水平上.这其中除了第二产业的影响以外,其本质原因正是我国目前缺乏上述有利于第三产业发展的制度环境.本文随后有针对性地提出重在建立适应第三产业发展的制度环境的建议.

What Restrains Development of Tertiary Industry in China?

To accomplish sustainable economic development,China needs to speed up the development of tertiary industry,especially modern service industry,which highly depends on social trust,well-functioned legal system and institutions,and information disclosure on products or services supported by institutional system.The institutional circumstances needed by tertiary industry are different from those needed by secondary industry.In this paper we analyze the status quo of tertiary industry in China and point out that although the economic volume has increased greatly since opening-up,the proportion of value added of tertiary industry to GDP in China is all along much lower than those in developed economies.Besides the impact of secondary industry,what restrains development of tertiary industry in China is lack of institutional circumstances from which development of tertiary industry benefits.Some suggestions are then put forward aiming at establishing institutional system that is fit for the development of tertiary industry in China.
