| 摘 要： | 中国贫困区区域分布具有三个主要特征：区位劣势，环境脆弱和人口超容，因此，反贫困的基础性工作是进行贫困区环境治理，即改善交通和信息闭塞状况，治理和改良生态环境，控制人口数量，提高教育水平。

| Abstract: | There are three basic features of regional distribution in China's poverty-stricken regions: inferiority in regional location. environmental fragility and overload of population. Therefore, the main task against poverty is to harness environment, i. e. to improve communications and information transmission, to remake eco-environment, to have birth control, and to raise the level of national education. |
